1. Clashes with the U.S. Navy . Likely : but, given the balance of power, does limited damage. Attempted closing the Strait of Hormuz . Unlikely: difficult to achieve and potentially too damaging to Iranian interests, for the country needs that same strait for commerce.
   अमेरिका की नौसेना के साथ संघर्ष :ऐसा भी सम्भव है लेकिन शक्ति संतुलन की स्थिति को देखते हुए इसमें भी सीमित क्षति ही होगी।
2. The United States and other democratic governments have historically relied not on preemption but on deterrence to stave off enemies. Deterrence signals, “Don't harm us, or you will pay dearly.” It has many successes to its credit, notably in the cold war. But deterrence also has significant drawbacks; it is slow, passive, and expensive. Worst, if it fails, war follows. That happens when a tyrant is not intimidated (Hitler) or when the deterrent threat is not clearly enough articulated (Kim Il Sung, Saddam Hussein).
   अमेरिका तथा अन्य लोकतांत्रिक सरकारें ऐतिहासिक रुप से पहले हमला करके नहीं वरन् शक्ति संतुलन के द्वारा दुश्मनों को परे रखने में सफल रही हैं.

   उसी समय शक्ति संतुलन धीरे-धीरे दक्षिण के पक्ष में घूम गया है। जहाँ एक ओर उत्तर की अर्थ व्यवस्था विनाशक से विनाशकारी हो गयी है वहीं दक्षिण औद्योगिक और सम्पन्न हो गया है। जहाँ उत्तर का नेतृत्व अराजक हुआ है वहीं दक्षिण धीरे धीरे लोकतांत्रिक और उत्तरदायित्वपूर्ण हो गया है।

Saddam assuredly will use them if circumstances make this useful to him. For a start, note that he is the only ruler in power today who actually has deployed WMD, and he has done so often. 5. First comes the burden of defeating an ideological enemy. As in 1945 and 1991, the goal must be to marginalize and weaken a coherent and aggressive ideological movement, so that it no longer attracts followers nor poses a world-shaking threat. World War II, won through blood, steel, and atomic bombs, offers one model for victory, the Cold War, with its deterrence, complexity, and nearly-peaceful collapse, offers quite another.

Destroying the houses of suicide bombers' families, for example, dissuaded at least two would-be suicide bombers in recent days from carrying out their operations. Israel's Defense Minister Benjamin Ben-Eliezer, for one, detects in this particular development “the initial signs of deterrence” at work.
   · फिलीस्तीनी भर्ती पर संकट . फिलीस्तीनी हिंसा के लगातार अभियान के चलते इजरायल के प्रतिरोधी कदम सफल रहे हैं। उदाहरण के लिये आत्मघाती हमलावरों के घरों को ध्वस्त करना जिसके चलते हाल में आत्मघाती हमला करने के सम्भावित दो हमलावरों को कार्य आरम्भ होने से पूर्व ही समाप्त कर दिया गया। इजरायल के रक्षा मंत्री बेन्जामिन बेन एलिजर ने इस विशेष घटनाक्रम पर कहा कि “ शक्ति संतुलन का आरम्भिक संकेत” कार्य करता दिख रहा है।
7. Iraq : He brushed aside the long-standing policy of deterrence, replacing it in June 2002 with an approach of hitting before getting hit. US security, he said, “will require all Americans to be forward-looking and resolute, to be ready for preemptive action when necessary to defend our liberty and to defend our lives.” This new approach provided justification for the war against Saddam Hussein, removing the Iraqi dictator from power before he could attack.
   इराक - उन्होंने शक्ति संतुलन की लंबे समय से स्थापित नीति का परित्याग कर जून 2002 में आक्रमण होने से पहले ही आक्रमण करने की पहल की । उन्होंने कहा “अमेरिका के लोगों को अग्रगामी और संकल्पित होकर हमारी स्वतंत्रता और जीवन की रक्षा के लिए जब आवश्यक हुआ पहले आक्रमण करने के लिए तैयार होना होगा ।.” इस नई पहल के अनुसार ही सद्दाम हुसैन के विरुद्ध युद्ध को न्याय संगत ठहराया गया और इराकी अधिनायक के आक्रमण करने से पहले ही उसे हटा दिया गया ।

   इन परिवर्तनों के अनुरुप राष्ट्रपति बुश ने जून 2000 में दूसरी नीति का विकल्प पहले हमला करना अपनाया. उन्होंने घोषणा कि की अमेरिका के लोग इस बात के लिए तैयार नहीं हैं कि शक्ति संतुलन विफल हो और युद्ध आरंभ हो.हमें युद्ध को शत्रु के यहां ले जाना चाहिए , उनकी योजनाओं को रोकना चाहिए और भयंकर खतरों के सामने आने से पहले उनका सामना करना चाहिए .बुश ने कहा कि अमेरिका की सुरक्षा के लिए जरुरी है कि अमेरिका के लोग आगे की सोचें और सक्षम बनें तथा हमारे जीवन और स्वतंत्रता की रक्षा के लिए जब आवश्यक हो पहले हमला करने वाले कदम उठाने को तैयार रहें.

For another, the proliferation of weapons of mass destruction raises the stakes; a U.S. President cannot afford to wait for American cities to be destroyed. And for a third, the spread of Islamist terror networks renders deterrence ineffectual, there being no way to retaliate against al Qaeda.
   हाल के कुछ परिवर्तन संकेत देते हैं कि शक्ति संतुलन उतने प्रभावी नहीं रहे जितने पहले थे . सोवियत संघ के पतन का अर्थ है कि पहले से होने से भी आवश्यक नहीं कि शत्रु किसी शक्ति को रोकने के लिए अस्तित्व में रहे जैसे उत्तरी कोरिया . इसके अलावा सामूहिक संहार के हथियारों के प्रसार से काफी कुछ दांव पर लग गया है.. अब अमेरिका के राष्ट्रपति इस आशा में नहीं बैठे रह सकते कि अमेरिका के शहर नष्ट हो जायें. तीसरा- इस्लामवादी आतंकवादी जाल फैल जाने से शक्ति संतुलन अप्रभावी हो जाता है . अल -कायदा के विरुद्ध जवाबी कारवाई का कोई रास्ता नहीं है.
